NASCUS Statement on the Passing of Robert Fenner
Posted May 13, 2024May 13, 2024 — Recently, we learned the heartbreaking news of Robert Fenner’s passing, former general counsel at the National Credit Union Administration (NCUA) for nearly 40 years.
“Bob’s legacy lives on in every facet of our movement. Approachable, thoughtful, and a consummate professional, Bob cared deeply for the credit union movement. It was a privilege to have known Bob and worked with him,” reflected Brian Knight, President and CEO of NASCUS.
Throughout his tenure, Fenner collaborated with every administrator, chairman, and board member in the NCUA’s history dating back to 1974, before retiring. He was an active participant at the NCUA as the concept of field of membership was significantly expanded. Additionally, he was involved in drafting
- the first credit union regulation in 1990;
- the first member business loan rule after the passage of the Credit Union Membership Access Act (CUMAA) in 1998; and
- the first Chartering and Field of Membership Manual after the passage of the CUMAA.
